The Investing in Nutrition and Early Years (INEY) program represents a strategic collaboration between the Indonesian government and the World Bank, specifically designed to accelerate the reduction of stunting in children under five. This initiative focuses on elevating the quality of nutrition and health services for adolescent girls, expectant mothers, and children aged 0–59 months. Managed by the Ministry of National Development Planning (Bappenas), this high-impact program is currently expanding its capacity for Phase 2, seeking highly skilled professionals to join the team.
## Overview of Available Expert Positions
Bappenas is inviting qualified professionals to apply for several technical advisory roles. These positions are essential for the coordination, monitoring, and successful execution of the INEY program across various government agencies.
1. Liaison Expert (Setwapres, Kemenkeu, Kemendukbangga, and Kemenko PMK)
This role serves as the central bridge between Bappenas and key ministries, ensuring that the Disbursed-Linked Results (DLRs) are achieved and verified according to protocol.
* Key Responsibilities:
* Coordinate with the Vice President’s Secretariat and relevant ministries to ensure seamless policy alignment.
* Monitor the progress of the Program Action Plan (PAP) and assist in identifying operational bottlenecks.
* Prepare detailed status reports and provide recommendations to address implementation challenges.
* Core Qualifications:
* At least 3 years of experience in project management, monitoring, and evaluation.
* Proven background in coordinating with high-level government agencies.
* Advanced analytical skills using SPSS, Stata, or Microsoft Excel.
* Bachelor’s degree (S1) in Public Health, Nutrition, Economics, Public Policy, or a related field.
2. Environmental and Social Safeguards Specialist
The successful candidate will ensure that the program adheres to the Environmental and Social Commitment Plan (ESCP) and the World Bank’s Environmental and Social Framework (ESF).
* Key Responsibilities:
* Facilitate the implementation of social and environmental standards across all project units.
* Develop and oversee grievance redress mechanisms to manage project-related complaints.
* Provide continuous capacity building to stakeholders regarding environmental risk mitigation.
* Core Qualifications:
* Minimum 3 years of experience in monitoring social and environmental issues, preferably in the health or nutrition sector.
* Strong proficiency in both qualitative and quantitative data analysis.
* Exceptional communication skills, with demonstrated English fluency.
* Master’s degree (S2) preferred in Environmental Science, Sociology, Anthropology, or Occupational Health and Safety (K3).
3. Monitoring and Evaluation (M&E) Expert – PAUD HI Support
Focusing on Early Childhood Education (PAUD HI), this expert will design frameworks to measure the effectiveness of stunting reduction interventions within the education sector.
* Key Responsibilities:
* Develop accurate baseline indicators and measurable targets for PAUD HI.
* Conduct deep-dive reviews of M&E findings to provide policy recommendations.
* Strengthen the internal capacity of the PAUD Directorate regarding data-driven evaluation.
* Core Qualifications:
* At least 5 years of professional experience in M&E within the education sector.
* Expertise in designing educational monitoring tools.
* Master’s degree (S2) in PAUD, Management, Statistics, or Research and Evaluation.
4. Public Policy, Advocacy, and Field Mobilization Analyst – Kemenko PMK Support
This role is dedicated to the high-level analysis of nutrition and stunting data to influence national policy frameworks and advocacy efforts.
* Key Responsibilities:
* Synthesize large-scale survey data (SSGI, SKI, etc.) into actionable policy briefs.
* Provide strategic advice to the Minister and Deputies regarding nutrition interventions.
* Lead the coordination of multi-sectoral programs for stunting prevention.
* Core Qualifications:
* Master’s degree (S2) required; PhD preferred in Public Policy, Public Health, or Health Statistics.
* Minimum 5 years of experience in the stunting/nutrition sector within government institutions.
* Proven leadership skills and high proficiency in English (TOEFL 550 or IELTS 6.5 minimum).
